Child Abuse Resources

Since 2005 the North Carolina Conference of District Attorneys has received funding from the North Carolina Governor’s Crime Commission to implement a program designed to improve the ability of North Carolina prosecutors to effectively prosecute cases of child abuse and neglect.  Under the direction of the Child Abuse Resource Prosecutor (CARP), the Conference strives to provide consistent training and assistance.  The CARP is responsible for assessing training needs related to the investigation and prosecution of child abuse and neglect, and developing and implementing training to address those needs.  The CARP also serves as a resource to prosecutors across the state in the evaluation, charging, prosecution, and appeal of cases involving child abuse and neglect.  In addition, the CARP provides assistance to law enforcement, child protective services workers, medical professionals and other child abuse professionals regarding the evaluation and investigation of child abuse and neglect as well as legal issues surrounding these types of cases.

The Conference provides two Child Abuse Resource Manuals, one directed to child sexual abuse and the other directed to child physical abuse and homicide, a quarterly newsletter “Out of the Shadows,” legal research and other technical assistance for prosecutors, law enforcement and other child abuse professionals to effectively identify, investigate, and prosecute cases of child abuse and neglect.

If you are a prosecutor, law enforcement officer, or other child abuse professional and have any child abuse and neglect legal questions or concerns, please contact the CARP, Laura Parker at Laura.E.Parker@nccourts.org or call her at 919-890-1500.
