
The North Carolina Conference of District Attorneys wrote a grant with the North Carolina Governor’s Crime Commission in 2005 to fund a Child Abuse Resource Prosecutor (CARP). The CARP is responsible for assisting prosecutors across the state in evaluation, charging, prosecution, and appeal of cases involving child abuse and neglect. In addition, the CARP serves as a resource to law enforcement and other child abuse professionals regarding the identification and investigation of child abuse and neglect as well as legal issues surrounding cases of child abuse and neglect. Furthermore, the CARP identifies training needs related to child abuse and neglect and implements that training. The Child Abuse and Neglect Program is designed to improve the ability of North Carolina prosecutors to effectively prosecute cases of child abuse and neglect. The Conference strives to serve as a resource by providing consistent training and technical assistance in these areas. Under the direction of the Child Abuse Resource Prosecutor (CARP), the Conference provides a Child Abuse Resource Manual, a quarterly newsletter “Out of the Shadows,” legal research, training and other technical assistance for prosecutors, law enforcement and other child abuse professionals in North Carolina to effectively identify, investigate, and prosecute cases of child abuse and neglect. The CARP also serves as a liaison with law enforcement, other child abuse professionals, advocacy groups, community and civic organizations throughout the state.
