District Attorney Tom Horner is a 1986 graduate of Furman University where he obtained his B.A. in Political Science. He continued his education by pursuing a Juris Doctorate degree from Campbell University School of Law, graduating in 1989.

He began his career in 1987 as a law clerk for Ramsey, Hill, Smart, Ramsey, and Pratt, P.A. in Brevard, North Carolina. In 1989, he became an Associate with James W. Partin, Attorney at Law in Elkin, North Carolina where he was responsible for all criminal and civil litigation. In 1991, he joined the District Attorney's office in Stokes and Surry County, Prosecutorial District 17-B. Then became an Assistant District Attorney for Prosecutorial District 23 in 1994, handling Criminal Superior Court and District Court litigation. Lastly, in January of 1999, Mr. Tom Horner became the District Attorney for Prosecutorial District 23.


His community and professional activities include being the Past-President of the Elkin Kiwanis Club and a member of the Jaycees Foothills Fine Arts Council. He has served as the NCHSAA High School Football referee since 1995 and is an active coach in youth soccer, basketball, and baseball. He plays an active role in such areas as Domestic Violence, Sexual Assault, Child Abuse, and Juvenile Crime Prevention.
 
He is a current member of Celebration Baptist Church along with his wife Kelly and two children.

He currently serves as a representative to the North Carolina Conference of District Attorneys Executive Committee and has done so since 2001.
